State and Federal coal ash regulation and safe handling

In Maryland, the Department of the Environment (MDE) has provided for the safe beneficial reuse of coal ash, but also regulates coal ash disposal. MDE requires pollution prevention measures, groundwater monitoring and dust control. Coal ash is not regulated as a hazardous waste by MDE or the Environmental Protection Agency.
